The fastest way to obtain easy clue scrolls in OSRS is to open Gourmet Impling Jars. When opening these you will have a 1/25 chance to obtain an easy clue scroll. They can be bought from other players or on the Grand Exchange. Making this method super fast, as the scrolls are essentially buyable with this method.
Alternatively, if you do not want to invest gold into buying implings or you’re an ironman. Then, pickpocketing H.A.M members is a good option. On a successful pickpocket there is a 1/50 chance to receive an easy clue scroll. They require 15 thieving to pickpocket the female members or 20 thieving for the male members. If you have low thieving then focus on the female members as there is a lower chance to fail when pickpocketing.
