The Necklace of Anguish is currently the best ranged necklace in OSRS. It requires a minimum of level 75 hit points to equip and is the only necklace in the game to provide a boost to ranged strength.
An Anguish Ornament kit can be obtained from Master Clue Scrolls and used to create the Necklace of Anguish (or). Although, this upgrade is purely cosmetic and does not alter any of the items stats.

The Anguish Necklace is created by using a level 7 enchant spell on a Zenyte Necklace. A zenyte necklace can be created from a zenyte shard, which is obtained by killing Demonic Gorillas.

The Anguish Neck is significantly better than the Amulet of Fury in every metric when it relates to ranged combat. The Fury provides 5 less ranged accuracy and gives no ranged strength, whereas the anguish boosts ranged strength by +5, which is very significant for max hits. Upgrading a fury to an anguish should be one of your main priorities.

The Anguish is best-in-slot for ranged making it necessary for creating the best ranged gear setup. So, anywhere that players are going to be using ranged, the anguish would be in use.
Additionally, since the Anguish provides a significant ranged strength boost (+5). It would be one of the first items to bring in terms of switches for hybrid situations. PVM that involves all three combat styles would still see the anguish being used, including DKS, Raids 1, Raids 3, Zulrah and more.
